HAUSSMANN GEORGES EUGÈNE, BARON (1809-1891). L.A.S. Nice, "Saturday morning", n.d. Double sheet of blue paper. Embossed H at the top. Framed. Baron Haussmann, reformer of the urban planning of Paris, regulates the parking of cars in the city. "The Emperor [Napoleon III], whose letter I am referring to you, must have learned at the Council of Wednesday morning, from Mr. Rouher [Eugène Rouher (1814-1884), 'Vice-Emperor' of the Second Empire] that I had signed the arbitration compromise in the affair of the small cars on Saturday [...]. As for the tariff, it is very simple. It is agreed to 1.50 for the 2 f race for the hour of any car parking or loading on the public road. The right of parking of 365 f will be extended to the cars of delivery loading on the public way; but all that can be proposed to the Council M[unicip]al only after with the arbitrary decision [...] ". Haussmann refers to Paul Henri Ernest de Royer (1808-1877), French magistrate and politician, twice Minister of Justice before becoming public prosecutor at the Court of Cassation from 1853 to 1857, Jean-Baptiste Marie Duvergier (1792-1877), a French lawyer and and French politician, was also Minister of Justice, his wife, his trips to Nice, Saint-Honorat and Monaco, etc.
