Born on April 30, 1803, this highly esteemed professional of the penitentiary administration, will be counted among the characters of the XIXth century convinced that education and literacy are essential to help the reinsertion of the prisoners, in a time when the repression remained the only system of thought. He began his career as a clerk, then as director of the Maison d'Arrêt pour Dettes, 70, rue de Clichy, then as clerk of the Maison Centrale d'Éducation Correctionnelle du Fort de Bicêtre, then as director of the depot near the Prefecture, the Conciergerie, then as director of the Maison de Justice de la Conciergerie, then finally as director of the Maison correctionnelle des Jeunes détenus, 143, rue
de la Roquette. In 1864, he was made a Knight of the Legion of Honour by Napoleon III.
